Administration

 

Eric Marmer was named Town Manager at the September 24, 2024 Town Commission meeting. Eric brings extensive experience in public administration and a deep connection to the community. Prior to this role, Eric held key leadership positions in the Town of Highland Beach, serving as the Interim Finance Director and later as the Assistant Town Manager. His background in finance and administration has equipped him to lead with a focus on operational excellence and community collaboration. Eric is dedicated to fostering a well-functioning administration that prioritizes resident needs, ensuring Manalapan remains a desirable and well-run community.

 

As a Town Commission-appointed, record-keeping officer, the Town Clerk is responsible for the preparation, execution, and archiving of all Town Commission documents as prescribed by state law and Manalapan Code.

These duties include:

  • Archiving Town Commission documents, official proceedings, ordinances, and resolutions
  • Maintaining boards and commissions applications and appointments
  • Administering business registrations
  • Maintaining Town Commission meeting and election materials
  • Developing agreements and leases 
  • Providing Notary Public services
  • Publicizing of legal notices
  • Recording official documents

 

As the Managing Shareholder at  Davis & Associates, P.A., Keith Davis has served the Town of Manalapan as General Counsel since 2015.  His firm also serves as General Counsel to six other local municipalities  (Tequesta, Palm Beach Shores, Atlantis, Mangonia Park, Briny Breezes and Royal Palm Beach), the Treasure Coast Regional Planning Council, and the Palm Beach County League of Cities, Inc.

Keith joined his firm in 2002 (when the firm was known as “Corbett and White” and Ms. White was the Manalapan Town Attorney) after a successful career in the Office of the State Attorney prosecuting felony and juvenile cases. Keith received his law degree from the College of William and Mary in Virginia in 1992 and is Board Certified by the Florida Bar in city, county, and local government law. He is rated “AV Preeminent” for professional excellence by his peers through Martindale Hubbell.  He is an occasional speaker at League of Cities seminars for attorneys and for government officials, and serves as a code enforcement special magistrate for the City of West Palm Beach. 

In his spare time, Keith plays trombone and serves on the Board of Directors for the Palm Beach Gardens Community Concert Band, and collects antique and rare books, as well as Florida Highwaymen art.  Keith has a daughter who is both a Florida State University graduate and his office manager; and a Son who is an avid bicyclist and a Florida State University Marching Chiefs alum. Keith and his wife, Jennifer, are also the proud “parents” of two English Bulldogs – Primrose St. John-Smythe, and Duke St. John-Smythe.
